Start early – “The sooner you identify utility owners, the more flexibility you have for relocation or redesign.” Over-communicate – “Document every contact and always follow up regularly. A paper trail can save the client from incurring additional project costs caused by utility response or relocation delays.” Oversight – “Make sure to engage with the INDOT Utility Oversight Agent and the Project Manager so they are kept abreast of the ongoing utility coordination.” Don’t assume – “Even if plans show utilities, always verify in the field. Surprises happen.” Sometimes overhead utility providers do not register with Indiana 811.” Understand ownership – “Sometimes what looks like public infrastructure may be privately owned—know who you’re dealing with.” Consider using Subsurface Utility Engineering – “Sometimes SUE is warranted to verify utility locations, especially in critical design areas.” Track your work – “Track when documents are sent or received. Record each milestone throughout the process.” Stay up to date – “Utility coordination guidelines and rules change, especially for INDOT projects. Make sure your approach reflects the latest Chapter 104 criteria and INDOT district expectations”
