This project involves the relocation of Ludwig Rd between Oakbrook Parkway and Coldwater Road in northern Fort Wayne. The project will include a new roundabout at the intersection of Oakbrook Parkway and Ludwig Road and a new signalized intersection at Coldwater Road and the new section of roadway. The new road section shall be a two-lane to three-lane where turn lanes are required. Roadway and roundabout improvements will be designed with curb and gutter with storm drainage, detention basin, utility duct bank, green infrastructure bio-swales, landscaping at the roundabout, street lighting, and pavement markings.
The project involves several traffic operational, safety, and access issues. The closing and relocating of the Ludwig Road limited access road approach with Coldwater Road at the I-69 interchange area will increase safety and overall traffic operations. Direct safe access will be available to Northrop High School and undeveloped land with the new constructed Ludwig Road.
Limiting the project's impact to adjacent properties was challenging. A decorative retaining wall with railing will be incorporated to provide necessary detention storage while protecting pedestrians and trail users within the roadway corridor. The maintenance of traffic phasing scheme was developed to maintain two-way traffic at all times. The project also requires coordination with an INDOT I-69 interchange improvement project and the necessity for a limited access closure with a new limited access opening for the relocation intersection.
